When natural disasters strike, there is a federal to state conflict that results in a political conflict. These conflicts are recurring. A new process is proposed whereby the federal government stocks disaster relief supplies in several depots about the country. When a disaster strikes a state, the governor can purchase supplies from the federal government stock piles and borrow funds to address the disaster. In so doing, states are more directly responsible for their populations, without the social strife and political rancor.
