Each state by previous voting has a certain percentage of voters from political parties.
The best solution is to have a state independent commission that select district boundaries as compact as possible and so that the prospective congressional representation mirrors voters preferences.
In this way, majority and minority voters have representation.
In totalitarian California, led by a vulgar and despicable governor, Democrats seek 48 Democratic districts and 4 Republican districts, where 45% of the voters are Republicans but only have 7% congressional representation.
The Democrat Party in California is a totalitarian corrupt machine and demonstrably undemocratic.

My analysis of California was spot on.
WOW! Turns out the majority of campaign funding for Newsom’s Proposition 50 came from public-sector unions and the biggest donor was the teachers’ union.
“The Yes on 50 campaign reported total spending between $60 and $65 million, outspending its opponent six to one.
Where did they get all this money? The answer is labor unions. Why? Because labor unions scratch the backs of California politicians, and then those politicians scratch back.
It’s just another scam. Combined, organized labor contributed $50 million — which accounted for roughly 80 percent of the Yes on 50 campaign. The largest single contributor was, of course, the California Teachers Association.
These teachers’ unions spent roughly $30 million on Prop 50. Other major contributors were the SEIU at $15 million, the California Nurses Association at $7 million, the United Domestic Workers at $2 million, the California Professional Firefighters Union at $3 million, and the Government Employees Union at $4 million.

Allot of progressives believe in racism. DEI is modern Jim Crow, a step back. Ideally, in college admissions and hiring, merit should be the dominant if not the only consideration. DEI is affirmative action repackaged.
Progressives join teacher unions for pandering students to lock up totalitarian state political control such as in California. The unaccountable teacher unions sustain poor inner city schools depriving minorities a fair chance to succeed in life. The totalitarian state political machines compensate for their own inner city school failures using DEI affirmative action racism. Meritorious college applicants are denied fair admission practices. Under totalitarian state control, inner city schools fail,the best and the brightest high school students are denied fair access to colleges, and racism flourishes building societal conflict.
